So, bit of world background. Even though supernatural critters are relitively new, there are already some restrictions placed on them. Things like Roanoke mentioned before, as long as the undead aren't actively decomposing they can work food service. (Decomposing dead are like Zombies, Ghouls, and some types of vampires.)
"Both Fines" that Wolf is talking about is for having fresh blood around food. (Common sense, yanno?) and for a vampire to go to work hungry (Yes, you can get fined if you're hungry at work...sucks huh?).
